• Location: Kenmore City Hall - 18120 68th Ave NE, Kenmore, WA 98028 • Posted Date: 03/06/2024 • Closing Date: 03/21/2024 (or until filled) Summary Under the direction of the Finance and Administration Director, the Accountant will develop, prepare, and maintain a complete set of financial records.
They will oversee and participate in processing complex accounting transactions, preparing adjustments to sub-ledgers and ledgers, overseeing and performing reconciliation, and reporting and auditing general ledger financial information.
Preparing accurate and timely financial and statistical reporting from City-wide and project-based accounting systems and assisting in other functions of thedepartment, including, but not limited to information technology are also part of the responsibilities.
Because of the small number of City employees, each staff member is expected to perform a wide range of office and field duties as may be required from time to time.
Essential Duties and Responsibilities • Maintain a complete set of records of financial transactions by overseeing, reviewing, and entering transaction details into an established financial accounting system.
• Review and post journal entries for disbursements, receipts, and adjustments.
Reconciling a variety of accounts such as cash, fixed assets, inventory, accounts payable and receivable, reimbursements due, capital projects, and payroll, to the general ledger.
• Monitors ongoing activity for grants and special programs and maintains capital project accounting records.
• Monitors fund balances and produces variance reports to inform directors of financial performance.
Ensures that revenues are recorded, and expenses are managed timely.
• Monitors transfers, adjustments, and encumbrances in the general ledger.
• Prepares monthly bank and investment reconciliations, including allocation of interest earned on investments.
• Supports the budget development process and coordinates input of budget data.
• Prepares City-wide financial statements.
• Prepares periodic reports of revenue and expense performance, assetand cash balances.
• Prepares month-end and quarterly financial reports, including preparation of financial statement packet for City Council.
• Assists in identifying and maintainingsound internal controls and knows Generally Accepted Accounting Principles and Governmental Accounting Standards Board (GASB) compliance.
• Oversees, reviews, and analyzes accounting transactions for accuracy, proper account coding or classification, and allocation.
• Provides support to the contracting process by monitoring term limits and expenditures.
• Interprets and explains purchasing, contracting, and other related accounting policies.
• Assists with IT functions; IT planning, budgeting, help desk, and liaison with IT consultant.

Qualifications Knowledge and Skills • Professional specialization and technical knowledge associated with Generally Accepted Accounting Principles (GAAP) and practices for governmental accounting.
• Audit requirements including schedules and documentation.
• Microsoft Office applications at an intermediate to advanced level.
• Applicable City, State, and Federal laws governing accounting transactions and financial reporting.
• Proficient language and writing skills to prepare procedures and reports.
• Sufficient business math skills to perform algebraic and statistical computations.
Analytical Skills • Skilled in the use of Excel, Word, and Outlook software.
• Interpersonal skills to exercise patience and discretion in communications with others inside and outside of the organization, and to communicate technical concepts.
Abilities • Prepare financial statements, account adjustments, and reports while meeting deadlines.
