Job Summary The City of Bellevue Finance & Asset Management Department (FAM) has an exciting and unique opportunity for a highly skilled and motivated Senior Budget Analyst.
We are seeking a dynamic and forward-thinking candidate to join our Fiscal Management team and take the lead in providing financial management and oversight for five departments within the City of Bellevue organization (City Manager’s Office, City Attorney’s Office, City Clerk’s Office, Human Resources and Community Development).

Overall, the position will be responsible for monthly financial monitoring and analysis; creation, maintenance, and reporting of various tracking systems; conducting comprehensive financial analyses to identify trends and support the development of the biennial budgets; facilitate communication and coordination between departments to ensure financial plans align with the organizational goals; and develop management systems to assess performance against established benchmarks.
The position will report to the Fiscal Manager of FAM and work with various department heads throughout the organization.

Essential Duties and Responsibilities Coordinates all financial analysis with customer departments.
Performs variance analyses of revenue and expenditures and provides projections.
Conducts analyses to weigh fiscal impact of various programs.
Conducts accounting-based research and analysis to provide definitive financial data and advice for use in administering specific programs and processes.
Develop and implement performance management systems to track and measure the department’s performance against established goals and objects.
Assist in the department’s planning, coordination, and administration of the City’s biennial budget process; validate/edit data within budget system to ensure financials align with business needs; ensure accuracy of personnel costs, M&O budget and creates crosswalks and explanation of budget variances.
Foster a culture of continuous improvement, accountability and financial excellence using data-driven insights.
Establish collaborative and cooperative relationships with departments in order to problem solve and assist with questions.
Actively participate in the department’s continuous improvement and strategic plan initiatives.
Maintain a positive outlook and growth mindset in one’s own development and work product.

Supervision Received & Exercised: Work under the general supervision of the FAM Fiscal Manager.
No formal supervisory responsibilities.

Qualifications Knowledge of: Financial analysis and administration of budget management process; develop and modify queries, reports and spreadsheets; business operating procedures and management control.
Financial modeling tools and procedures for examining financial data; technical consultation and assistance to management in preparing budgets and proposals.
Methodologies and techniques employed in effective business modeling as applied to the maintenance of functional operations models.
Ability to: Perform numerical analysis; evaluate large amounts of data; Analyze, evaluate and summarize financial and management records for accuracy and conformance to procedures, rules and policies.
Ability to provide information correctly and concisely, both orally and in writing to explain, clarify, analyze and resolve sensitive and/or complex accounting support issues.
Monitor and oversee daily operations and workflow of assigned function.

Education, Experience and Other Requirements: Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Advanced skill level using Microsoft Excel preferably with experience in creating, maintaining, balancing, and reconciling complex spreadsheets.
Experience working with large amounts of data.
Demonstrated experience in preparing, coordinating, and tracking annual budget development in a complex environment.
Prior experience with JDE, Hubble Reporting and DAS Reporting preferred.
