The Budget and Procurement Administrator is part of Consolidated Services, which provides support to the District Court Chambers, Clerk’s Office, and Probation and Pretrial Services.
This position is responsible for developing budget estimates, developing and monitoring spending plans, overseeing accounts payable processes, acting as the senior Contracting Officer, reviewing procurement activities for adherence to federal procurement guidelines.
The Budget and Procurement Administrator provides supervisory oversight and guidance to procurement, space and facilities staff and shares supervision duties for the administrative specialist.
This position is located at the Federal Courthouse in Seattle, Washington.
This position requires in-office coverage in the Courthouse; however, the Court has a flexible telework policy which allows for routine telework.
*Representative Duties* * Supervises, mentors and provides leadership to procurement and space and facilities staff.
With the HR Administrator, supervises the Administrative Specialist.
* Develops budget estimates to fund all operating costs of the Clerk’s Office and Probation and Pretrial Services.
* Presents the budget request to court executives, and submits amendments and other supplemental information as required.
* Develops and monitors spending plans once the budget allotments are received.
Prepares justification(s) for requests for supplemental allotments.
Prepares recurring reports of actual and forecasted obligations and expenditures.
* Serves as the Procurement Liaison Officer and ensures appropriate levels of procurement authority, training and separation of duties throughout the organization.
* Serves as the senior Contracting Officer and reviews all major procurement events for adherence to federal procurement guidelines.
* Develops and recommends consistent local policy and procedures for budget administration within the court units, which establishes the budget cycle in terms of action dates on estimates, formats, required justification, etc.
* Ensures adherence to the Guide to Judiciary Policies and Procedures on budget and purchasing practices, providing purchasing and budget advice to court family.
* Establishes relationships and maintains information sharing networks with court employees nationwide.
* Maintains current accounting records of each functional allotment and reconciles accounts regularly with the disbursing offices.
* Reconciles outstanding obligations for vendor contracts and procurements.
* Oversees accounts payable processes relating to vendor payments and reimbursements to judges and employees.
* Provides oversight of the government travel card and purchase card programs.
*Qualifications* * High school diploma or equivalent.
* A minimum of five years of progressively responsible administrative, technical, or professional experience in budget planning and analysis.
* Progressively responsible administrative, technical, or professional experience in financial management or procurement.
* Knowledge of government/public sector budget principles and structure.
* Experience with automated financial and budget management systems.
* Ability to maintain strict confidentiality, demonstrate sound ethics and judgment, and handle sensitive material with a calm, professional, friendly, and patient demeanor.
* Ability to be flexible and adaptable to unexpected needs and problems; to manage multiple tasks and priorities, often with conflicting deadlines.
* Ability to think critically and independently.
* Ability to communicate information clearly and professionally with a variety of people, including judges, executives and court personnel.
* Knowledge of Microsoft Office Suite and experience with virtual meeting platforms such as Zoom or Microsoft Teams.
* The ability to work effectively as a part of a team, assisting co-workers and demonstrating a willingness to complete a wide variety of tasks as needed.
*Preferred Qualifications* * Bachelor’s or Master’s degree in Financial Management, Public Administration, or other relevant field.
* Knowledge of government budget, procurement and contracting principles, policies, practices, and procedures.
* Supervisory experience.
* Current or prior federal judiciary experience.
* Proficiency with a wide range of technology, including SharePoint and Adobe Acrobat.

I was responsible for planning and analysis of the Facilities department budget and prepared monthly reports to the County Finance department, including submitting annual budget calls for approval by the County executive and the board of supervisors.
