The Department of Community and Human Services (DCHS) Finance Section is looking for an enthusiastic, skilled, knowledgeable, and team player to serve as the Senior Accountant, Business Finance Officer (BFO) II for the Behavioral Health and Recover Division (BHRD).
The position is responsible for supporting the Accounting Manager in managing the accounting operations for a large portfolio of government funds with complex federal, state, and local funding sources.
These operations primarily include revenue and accounts payable activities but also include managing the POETA structure, processing journal entries, and coordinating year-end tasks as well as external fiscal and compliance audits.
It plays a key role in ensuring revenues and expenditures are processed and reported accurately, timely, and consistently.
The Senior Accountant reports directly to the Accounting Manager (BFO IV) but will work closely with all other BHRD Finance Units to coordinate division wide accounting processes and provide expert advice and consultation.
The Term-Limited Temporary position is anticipated to end one year after the start date.
If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed.

gov Job Duties Work with provider relations to review agency’s contracts/amendments and update POETA’s universe.
Prepare multiple accounting entries to move revenues onto correct grants or County-funded projects in accordance with County policy.
Participate in the fiscal close process at year-end by identifying the need for accruals (revenue and expenditure), assisting program staff in estimating the value of such accruals under GAAP, and recording these accruals in the County's general ledger system Oracle eBusiness Suite (EBS).
Review expenditures for compliance with grant, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
Work with program staffs and funders to process grant billing requests.
Monitor the status of aging receivables, and work with division staff and funders in collection efforts.
Perform reconciliations between subledgers within EBS and prepare reconciling journal entries.
Prepare award-level and fund-level reconciliations for federal and state reporting.
Assist in the annual preparation of the Schedule of Expenditures of Federal Awards (SEFA) report, the Schedule of State Financial Assistance (SSFA) report, and with other federal, state, and local reporting requirements.
Assist in processing miscellaneous billing requests and other receivables functions to support the Accounts Receivable team.

Knowledge of and skill in applying theories, principles and practices of accounts receivable administration.
Skill in analytical thinking and problem solving.
Skill in utilizing computerized, manual, and automated financial management systems.
Skill in communicating effectively both orally and in writing.
Skill in maintaining effective working relationships and working with a variety of individuals representing diverse cultures and backgrounds.
Skill in interpreting laws, regulations, agreements, ordinance codes and resolutions.
