King County’s Finance and Business Operations Division, Treasury section, is seeking a Property Tax Functional Analyst (Functional Analyst 3)!
This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in December 2028.
If filled by a King County employee who has passed their initial probation, the TLT will be a Special Duty Assignment.
This position provides production and technical support for all issues related to King County’s property tax and fee administration.
These functions are supported by several internal and external applications.
Working primarily remote, the incumbent will act as the primary liaison between end-users, information technology analysts, and vendors in functional analysis, testing, and production support.
Successful candidates will have a passion for learning, problem solving, taking personal initiative, facilitating dialogue, and will ensure the highest quality support is delivered to internal and external customers.
Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to: System Administration: Maintain and validate the accuracy and integrity of tax accounts in the property tax administration system.
Coordinate and provide quality assurance for tax roll balancing, reporting, and the annual tax certification process involving multiple County agencies.
Billing Cycle Support: Provide guidance and education to mortgage company service providers and mass payers of large entities; engage point of contacts during peak billing periods.
Facilitate and reconcile large wire payments; perform journal entries in Oracle; create and process payment files for payment submitters.
Reporting, Data Query, and Analysis: Ensure report jobs run timely; manage and validate monthly report distribution; manage requests from internal and external groups related to ad hoc reports and data queries, monthly tax receivable reports, state reporting, etc.
System Processing and Troubleshooting: Promptly and proactively investigate, troubleshoot, document, and resolve functional system problems on behalf of end users by communicating and engaging with our IT (KCIT) department, the Business Resources Center’s (BRC) technical support, and Treasury and Department of Assessments team members as needed.
Liaison: Aid system users; be the liaison between users and technical support.
Serve as a liaison between KCIT and BRC technical support and business process owners.
Effectively translate between technical and business language.
System Support: Provide system functional support and user support for business and financial systems.
Minimum Qualifications: Seasoned experience as a business systems analyst for an automated financial system involving automated systems testing, transaction processing, and troubleshooting applications.
Working knowledge and experience in financial analysis and accounting to facilitate financial reporting, integration with financial systems, auditing, and reconciliation of financial activity.
Highly competent in Excel; Can perform detailed and accurate data analysis with limited guidance.
Demonstrated ability to quickly develop working knowledge of organizational business practices and workflows.
Strong communication, interpersonal, writing and customer service skills Intermediate level of technology proficiency using MS Office Productivity tools in your daily work Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products Ability to work with people from diverse backgrounds.

The work associated with this position will primarily be remote with time in office as needed.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop.
When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
