48-27.
69 per hour, DOE BENEFITS: Medical, dental, vision, retirement, life insurance, long term disability insurance and sick leave are available to employees.
Employees accrue 116 hours of vacation during the first year and receive 11 paid holidays.
(Prorated for part-time employees).
Position type: This is a unionized position, represented by Local 8 of the Office of Professional Employees International Union (OPEIU).
Non-exempt.
The Frye Apartments are a 234-unit building in downtown Seattle which serves homeless and low income tenants.
The Frye HUD Specialist (FHS) acts as a liaison between agencies and tenants, providing financial benefits and services.
The FHS is responsible for executing leases and recertification of tenants.
Responsibilities: Administrative/Compliance 1.
Act as the liaison between agencies and tenants.
Advocate for tenants with agencies SHA, etc.
) providing financial benefits and services.

Ensure compliance with Fair Housing and Landlord Tenant Laws.
3.
Work with Frye staff in preparing for site visits by SHA, HUD, and other monitoring agencies.
4.
Maintain all income and household eligibility information for tenants.
Conduct annual reviews and interim reviews regarding updates to tenant job changes and income changes.
5.
Meet with Frye staff on referrals and common problems.
6.
Update database as needed.
7.
Prepare and work with Frye staff and the Compliance Manager on policies and procedures.
8.
Assist and provide in-service training in regard to policies of HUD, tax credit regulations and guidelines when needed.
9.
Attend LIHI and outside mandatory trainings as needed.
10.
Promote resident retention by ensuring a strong commitment to customer satisfaction that includes appropriate communication and understanding of the population served.
11.
Support the overall mission of the Low Income Housing Institute.
Leasing 12.
Prepare and execute a lease with the tenant.
Provide an inspection of the unit and an orientation.
Introduce the new tenant to the appropriate Supportive Services staff.
13.
Provide a copy of the Frye staff chart, lease and other documents to the tenant.
Move Outs 14.
Collect notices of intent to vacate.
15.
Schedule move out inspection.
16.
Prepare and notify the Finance department of the move out and disposition of the security deposit.
Recertification/EIV 17.
Conduct tenant recertifications annually and interim re-certifications as needed.
Assist tenants throughout the recertification process to ensure compliance with funder requirements.
18.
Enter recertification’s in appropriate software.
19.
Maintain EIV reports, weekly and monthly.
Distribute logs as designed by HUD.
General 20.
Enter data and maintain information and reports utilizing LIHI data base.
21.
Maintain all records based on the standards established by HUD, WSHFC, and other agencies served.
22.
As directed, communicate with housing assistance agency representatives, Supportive Services staff, power of attorneys, and other authorized resident representatives regarding residents subsidy status, application criteria, procedure, status and applicant eligibility.
23.
Perform other duties as assigned.
Minimum Qualifications: 1.
Experience with property management practices and procedures; trained in landlord tenant and fair housing law.
2.
Experience working with local funding sources for low-income housing and in preparing compliance reports for these local funding sources.
3.
Must demonstrate a high degree of interpersonal skill in working with staff, residents, funders and the public.
4.
Good English writing and speaking skills.
5.
Excellent computer skills and Excel spreadsheet development and use skills.
6.
Ability to work independently and/or as a team member.
7.
Ability to work within the mission and goals of the Low Income Housing Institute.
