The Administrative Division and Office of the Director has an outstanding opportunity for a Business Finance Officer III to join its dynamic seven-member Division Finance and Administration team; a team engaged and dedicated in its support for the division’s program staff in areas such as human resources, finance and accounting, policy, business analysis and overall leadership.
This position will support the division and will be supervised by the Finance Administrator.
Position Summary Background Division Finance and Administration works to support the Administrative Division and Office of the Director.
This team provides services relating to technical account, contracts, and administrative functions.
Temporary opportunity.
Term-Limited Temporary positions are "at-will" positions but are eligible for benefits.
This TLT is currently anticipated to last until December 31, 2024 with the possibility of extension.
However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels.
As a result, the end date of this position may be adjusted based on those decisions.

Employees will have access to shared workspaces at various King County facilities.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties Act as key financial and budget support for the division.
Work with program and finance supervisor to develop quantitative analyses and financial modeling for potential changes in funding; make recommendations based on findings.
Research and track available funding and compliance requirements for Division program related strategies – this includes Federal, State, and other funding.
Reconcile King County financial systems with internal financial systems and multiple funding sources.
Maintain general input and output as well as consistent and uniform account structure; review financial reports for accuracy and consistency and update reports as necessary.
Prepare the monthly Division spread of Central rates process within the division and monitor and verify interfaces and postings from sub-ledgers.
Monitor and report expenditures and revenues and perform budget maintenance activities such as fiscal adjustments, forecasting, and more.
Conduct routine and well-defined financial studies to evaluate proposed expenditures or programs such as cost-benefit analysis.
Assist with administration of grants and contracts.
Extract, organize, and review financial records, data, and reports from Oracle financial system to ensure the accuracy of expenditures.
Prepare Division Monthly and quarterly revenue billing for grants and contracts.
Assist with preparation monthly financial statements analysis of account balances.
Prepare selected financial and statistical reports for management.
Write ad-hoc financial reports as required.
Work closely with program and Finance Unit to coordinate division wide accounting processes and provide expert advice and consultation as needed.
Serve as backup Oracle EBS expense approver as needed.
Participate in Division Administration Team huddles and tactical meetings; finance manager and COVID budget meetings; and monthly meetings with PH finance leadership to review division-specific financials.

Experience, Qualifications, Knowledge, Skills Our ideal candidate will demonstrate the following (Minimum): Four (4) or more years of experience in financial management (or demonstrated equivalent education plus experience) that included expense monitoring, billing, procurement, local government budgeting and federal grants management.
Experience billing and monitoring federal or other grant funding and experience overseeing compliance with funder requirements.
Demonstrated ability to develop and analyze budgets that include a variety of funding sources including federal, state, and local grants.
Demonstrated ability to think and act strategically when managing budget, finance, and policy.
Demonstrated ability to perform financial analyses and forecasts.
Familiarity with applying an equity and social justice lens in review of financial and policy matters.
Demonstrated experience providing outstanding customer service to multiple types of customers.
Demonstrated ability to navigate complex and uncertain situations as both a team member and individually.
Ability to summarize detailed, complex information in a concise manner for staff at all levels.
Ability to communicate and work with diverse populations and interest groups.
Professional and respectful verbal and written communication skills.
Intermediate Microsoft Excel proficiency including the ability to create pivot tables, charts, and formulas.
