I want my bike back reward - $100 (Seattle)

My E-bike is my main form of transportation.
Between 5-630pm on the evening December 13 I was in Douglas Truth library.
I locked my Ebike to the rack, and when I came out, someone had unscrewed the rack from the ground.
Stealing both the rack and Ebike.
If you happen to see this bicycle, please contact this post.
Somebody saw something because the person was probably walking away with the bike in the rack at the same time.
